While the plant is running and producing power the supervisory authority maintains an average local presence of one person-day per week and unit. Monitoring activities primarily focus on compliance with license conditions and other license-based stipulations, adherence to the protective provisions of the Radiation Protection Ordinance (Strahlenschutzverordnung) as well as the regulations controlling employment of operating and safeguard personnel. The authorities also audit compliance with restart and approval procedures following maintenance work and adaptations, compliance with fire safety regulations, the safety of exit and escape routes as well as the management of shift logbooks and other records which operators are duty bound to keep. Other important supervisory activities include monitoring the management of the plant and observance of operating regulations, essential safety provisions and protection measures.
Inspections are also carried out on the way fuel elements are handled, on recurring tests, maintenance work and quality assurance. On-site inspections also provide information about the status and implementation of maintenance work and adaptation measures as well as the inspection of individual dosimetry records (external and internal radiation exposure), medical checkups and emissions of radioactive substances.
The supervisory authority also monitors personnel and organisational matters which are significant for the safe running of the plant. These include inspecting the safety management system, safety and security performance and culture as well as personnel capacities and the professional expertise and reliability of employees.
