Occupational health and safety / Trade supervision
Established occupational health and safety practice focuses primarily on the prevention of work-related injuries and illnesses. Modern occupational health and safety programmes adopt a much broader preventive and universal approach to fostering a safe working environment.
In addition to primarily technical standards for the procurement of plant, machinery and equipment an important role is also played by operating rules and the organisation of work processes. Organisational deficits are the main source of around two thirds of accidents at work. One important task is consequently to establish occupational health and safety organisations in companies themselves and to implement organisational measures to protect employees, including training, instruction and safety engineering and occupational medicine support. Minimum European occupational health and safety regulations represent the legal cornerstone for the successful protection of employees at the workplace.
Trade supervision and surveillance
In Baden-Württemberg trade supervisory tasks in the environmental protection and occupational health and safety fields are the remit of 44 rural and urban district authorities. The Regierungspräsidien [Regional Administration Offices] of Stuttgart, Karlsruhe, Freiburg and Tübingen are responsible for factories and plant which are subject to environmental law under the EU Directive on Integrated Pollution Prevention and Control (IPPC) and for industrial and business activities to which the Störfall-Verordnung [Ordinance on Hazardous Incidents] applies. The Regional Administration Offices are also responsible for chemical and product safety, including in the fields of medical products and market surveillance, radiation protection, maternity and homeworker protection. In this respect trade supervision makes an important contribution to consumer protection (refer also to “Product safety”).
The Zentrale Stelle für die Vollzugsunterstützung [Central Office for Implementation Support] which is based in the Tübingen Regional Administration Office plays a key role in supporting the work of the trade supervisory authorities. The ZSV’s website plattform provides the general public, employers and employees with information in 28 different fields and includes the latest versions of around 1,000 regulations (laws, ordinances, administrative regulations, technical rules, etc.).
The rural and urban district authorities in Baden-Württemberg and the Regional Administration Offices monitor around 270,000 and 1,000 firms respectively which, altogether, employ around 3.7 million people.
